Debra E. Moore was appointed City Manager of the City of Harlem in 2021. She has worked for the city since 1999, having first been hired as Utility Billing Clerk. One year and a half later, she became the Assistant to the City Clerk. She was appointed as the City Clerk in 2002.

Prior to her work with the city, she held several positions in data entry and general accounting. She first worked for Fine Products Company and then Thomson Company. In 1987, she joined Harlem Foods Inc., also known as Gurley’s, as Data Entry, General Accounting Clerk, and Executive Assistant.

Ms. Moore completed the Accounting diploma at Augusta Technical College in 1980. Since then, she has completed several certifications from the Carl Vinson Institute at the University of Georgia, including Certified Human Resources Manager, Certified Local Government Finance Officer, Certified Municipal Clerk, and Management Development.

Ms. Moore previously served as Secretary of the Harlem Women’s Club and she is the Finance Council Director for Quen of Angels Catholic Church in Thomson. 

She has one adult son and a grandson. Her son is also a graduate of Augusta Tech.
